Abstract

Tourism has a positive impact, especially in economic aspects. The tourism activities involve interaction between the host community and tourist. One of the concepts in sustainable tourism development is Community-Based Tourism. This concept requires contribution and active participation of the local community in tourism development. The purpose of this study is to explain how the concept of sustainable tourism through Community-Based Tourism approach. This study used a qualitative method with a literature study. Finding of this study is the concept of Community-Based Tourism is used as tourism development design that focuses on the community with emphasizing the local potential and encouraging the community capacity development. The important aspects in the successful sustainable tourism development through Community-Based Tourism can be seen from various fields, like social-political, economic, environmental and cultural. In the social-political related to community involvement in decision-making, planning, and development. In the economic aspect aims to improve community welfare. While the environmental and cultural aspect associated with the protection of natural and cultural resources.

Abstract

Public sector innovation has been an enticing discourse and practice implemented by governmental agencies in Indonesia. One of popular types of public sector innovation is public service innovation because it directly effects to public as users. Also, it makes positive climate to emerge many innovation forms of public services in Indonesia, particularly on health public service which is widely paid attention by many scholars, practicians, governmental actors, and public as users. In the Blambangan Public Hospital (RSUD-Blambangan) in Banyuwangi Regency, The Gancang Aron innovation is emerged as solution to reduce long queue for patients and their familes in taking medicine in this hospital. This innovation is appreciated as Top 40 of The Best Public Sector Innovation in Indonesia held by Ministry of Administrative and Bureaucratic Reform - Republic of Indonesia. Surely, public service innovation is not singly occurred without absence of any changes at an organization management level. This study focuses on The Gancang Aron innovation at The RSUD-Blambangan in Banyuwangi Regency. This study is a qualitative-descriptive by combining literatures review of public sector innovation and reinforced by field data result. The research finding is that innovation occuring in RSUD-Blambangan is integral part of public service innovation that it can be viewed through public sector innovation matrix.

Abstract

This research was conducted from February to April 2018 with qualitative descriptive methods. The data sources consist of: primary data sources and secondary data sources, primary data sources obtained from observations, and interviews. Interview with informants (purposive sampling) based on the interview guides as instruments, and the researchers as research instruments. While secondary data is obtained from documentation. Data analysis used the Miles and Huberman models of Sugiyono, 2017 whose activities include: data reduction, data display and conclution drawing / verification. The results of this study, the implementation of the Keluarga Harapan Program (PKH) effort to alleviate poverty in the Social Service Office of Batu City has been going well. Communication is established well with PKH Facilitators, and PKH Participants. The Social Service involves the Facilitators in meetings coordination, as provisions for improving professionals seminars and matrices in to help the Facilitators to assist PKH Participants in providing counseling to tell the terms and conditions that must be fulfilled by the Participants. The Government's Social Service of Batu City has exercised its authority both from aspects: communication, resources, disposition, and bureaucratic structure with PKH Assistants in the implementation to alleviate the PKH Participants' poverty. Therefore the implementation is being well because of the determined terms and conditions in education terms (permanent school participants) and in the health terms (long term health insurance), so that social assistance through PKH cash can be received by the Participants through the BNI account of each PKM Participant. Furthermore, the PKH Assistants help the Participants to counseling provide to PKH Participants in skills possessed develop by the each Participant. Therefore, for the long term PKH implementation in poverty alleviation efforts will be able to be realized by the Government's Social Service of Batu City.

Abstract

This study was to analyze the quality of outpatient services at Tanjung Palas Community Health Center using the Importance Performance Analysis method. Population collection uses non probability sampling through convenience sampling. The questionnaire was distributed to 99 respondents who were samples of outpatients at the Tanjung Palas health center. The outpatient satisfaction index using the Importance Performance Analysis (IPA) obtained the results of research that service quality had a significant impact on patient satisfaction with service users with proven reality or performance of health centers that were far from patient expectations, patients were less satisfied with the services provided by the Center health, especially in attributes or quadrant I, namely cleanliness of the health center, completeness of medical devices, and reliability of health personnel both doctors and nurses.

Abstract

Objective The study describes the pentahelix model in tourism development in the city of Semarang. The problem is the lack of optimal cooperation between the actors involved. Theory uses the Policy Actor Theory and the Pentahelix Model. Descriptive research type, qualitative approach. Data is collected through: interview, observation and literature. Determination of informants with Snowball technique and key informants Head of the Department of Tourism and Culture of the city of Semarang. Data analysis by means of: data condensation, data verification and conclusion drawing. Data validation uses source triangulation. From the research it can be seen: (1) tourism development in Semarang city using pentahelix model, has involved academics, government, community, business, and mass media (2) Field findings are the Semarang City Tourism Promotion Agency (BP2KS) is not optimal and (3) Cooperation between the pentahelix model actors in the city of Semarang from the results of the research is not optimal. Research recommendations: revised the tourism regulation of Semarang city concerning "collaboration between actors, strengthening the institutional capacity of BP2KS, and subsequent researchers are advised to take the focus of research with different loci or make comparisons with the same focus.

Abstract

Catching fish with fish bombs is against the law, in accordance with the regulations on legal sanctions for fish bombings stated in Law No. 45 of 2009 concerning Amendments to Law No. 31 of 2004 concerning Fisheries, in Article 85 fish catchers who damage the sustainability of fish resources in the NKRI fishery region can be sentenced to a maximum of five years in prison and a maximum fine of two billion rupiah. The research objective was to determine the inhibiting factors of the application of fish bombing sanctions according to the Fisheries Act in North Halmahera waters. The method used in this study is normative juridical research, with a statutory approach. The inhibiting factors are the lack of legal awareness of the fishermen community, due to economic factors - to improve the welfare of fishermen, as well as the lack of patrol boats for supervision in the Halut waters by the Halut Water Police Unit, so there is a need for coordination among institutions other than Sat Polair Halut, namely the Marine Service and Fisheries, also the community itself.
